But in all seriousness, I think you have way too much crap in that bag, unless your bugging out to the wilderness with no place to go in mind, to live. What you have listed is just wayyyyyyy too much weight to carry around and be able to cover distance quickly. This would do pretty well for a weekend hiking trip, but to bug out I think not. Allow me to edit....

In all honesty I would probably cut down on the cloths a bit, except the socks. 6+ is a godsend.When you have most/all of these items pack them into your bag. Do they fit easy? Or only if you pack them carefully? If it has little room for error, imaging trying to dig something out of it then repacking? Better drop something or get a bigger bag. Also when it's all packed up, go for a short 10 minute walk. See how it rides on you. It may be light at the start but you will quickly realise that the weight will wear you down pretty fast. Consider adjusting the straps, lighting the load, and hiking with the loaded bag every once in a while.
I know its a lot of stuff, and its all going into my hiking backpack and I lugged that thing at about 60lbs once 8 miles through Catalina.
The Emergency beacon and flare gun are more of a hopeful thing. I doubt I would have enough money to buy that, esp. when im getting my hours at work cut because of the season.
The weight might be a problem, but the way I was thinking I would linked up with my gf, and since she's only making a basic b.o.b. With clothes and food only, I was gonna dump some stuff on her like the mess kits, pot, pan, and cooking stuff =P
I might consider taking you up on a lot of your ideas, esp the baby wipes, cable saw, and reg. saw.
And as for the survival manual, I have 2 or three lying around and skim through it every so often when im on the can. That and my old boy scout handbook. Its been awhile since I roughed it in the woods, but 7 years of training is hard to forget yanno?
All in all, thank you for replying and giving me your input, I'll research what you've put down and seriously consider them all.
And don't worry about coming off as "snotty" at least you left some serious feedback. That's what I asked. I don't expect someone to pull their punches yanno?
