Which would be worse during Z-day: the loss of both legs or the loss of both arms?

In that case, I'd prefer to lose my legs. I don't know about anyone else, but I'm a lousy shot with my foot.

The loss of the arms would be worst. Minus all of the zombie related uses for your arms (shooting, clubbing, etc.), how would you undo your drawers to take a leak? You could also count finger painting right out...

Legs would be worse. It just goes from "The one who fights and runs away lives to fight another day" to "The guy without arms who runs away gets to um... run away again. Meanwhile the guy with arms but no legs is being slowly chewed to pieces once his ammo runs out and he can't go get more..."
Being able to escape is the best, I'd say.
