Goverment responce to zombies
How would the goverment respond to zombies? Would other nations society crumble to zombie mania? Would all nations work togther to fight the zombies or fend for themselves? What would zombie fighting soldiers look like?

I created a Katrina relocation effort just hours after the storm hit and also covered Rita. (My group was non-gov, non-501c, just a bunch of world-wide volunteers)
Although, FEMA was "prepared" for Katrina, they had NO CLUE as to how bad it would be. Towns were completely wiped out and flattened, so was the infrastructure along the coastlines of several states (Yeah, I know NOLA was the "face" of Katrina, but suffered much less damage than other areas). FEMA was expecting a "some flooding and such" as were most of the governors of the states affected
The Feds and the States are not prepared for any major domestic disaster, which was apparent with Katrina, Rita, 9/11 etc. I had the person who runs the Mississippi Disaster Department call ME to help them with relief - wow! We were just a rag-tag 100% non-official group of volunteer Americans and Australians (thanks again to all you Aussies out there who helped) and I just happened to know how to create a website and organize people.
Under the current administration, I think we are screwed. They will be extremely secretive and self-serving as they have demonstrated over the last 18 months.
Most of the local law enforcement bailed NOLA during Katrina. Lack of official communication and worry for the safety of their own families was the reason for this. There were few people actually IN COMMAND during the first 48 hours. Therefore, looting in highly populated areas will go unchecked.
When the national guard was brought in, they really had no idea how to manage the situation or the crowds. Supplies were dropped off bridges, breaking cases of water, food, etc onto the highways below because they were afraid to meet face to face with citizens to fairly divide and hand out supplies.
They motored through the streets, literally throwing water bottles, at people, yelling "Water" in hopes that people would catch or pick up whatever water thrown didn't shatter on the ground. They didn't even slow down.
In some states, roads were washed out, as long as football fields. There were no phones, no lights, no heat, no water, no sanitation. People who had evacuated the immediate coastal area to safer places had no ideas that their houses and towns were now just piles of lumber and debri.
The best available services and shelters were provided by non-government organizations, usually CHURCHES. Red Cross only wanted your $ to put into their coffers. Churches needed actual goods: canned food, blankets, etc. that would be used directly for housing and feeding the homeless displaced by the storm(s)
Lack of preparation for Rita left 1000's of people stranded on the highway evacing out of Texas. The 4 lane highway out packed, bumper to bumper. The 4 lane highway IN was empty as traffic has been cut off. Why didn't state and local govt have enough sense to re-route outbound traffic down the inbound lanes for faster evac???? People died in the heat as A/C went out, cars over heated, etc. One mentally disabled teen was such a victim. One of our volunteers shuttling people out made the call into our org so we could call the police, as she had stopped to see if she could help the disabled vehicle, only to find out the situation wasn't the car, but the life a PERSON.
Our government will fail to respond as we would expect them to, because we are not prepared for the scope of a ZPOC (or APOC). For all the government resources we have, they will not be utilized to their fullest and highest capacity. There will be disbelief (one of our zombies is loose - come again??)
It is very hard to impose martial law. Instead, the gov would respond with quarantines, since a city or state official (health dept) has the authority to do that, and can put it in place IMMEDIATELY. They have the right to quarantine an entire neighborhood or town. I have posted an ACTUAL quarantine notice from Florida. READ it. Memorize it.
Once the quarantines fail, (like a zombie can read) there will be mass anarchy. Some of the brave and loyal sheriffs, deputies, fireman, etc will stay to help as much as they can. More likely if they are locals and not out of town hires. Most will flee.
Zombie fighting soldiers would be airborne, bombing and shooting, anything that moves on the ground in a "designated infected" area.
They will be faceless killers. You'll never know who or what killed you - living or dead.
NOTE: China is communist, which means the government is for ITSELF. The citizens have to bow to the will of the government. China is hugely rural and many areas inaccessable by vehicles. China will crumble because of its geographic size and BILLIONS+ citizens. It will just take longer for China to fall because of its ruralness expanse and rough terrain.

As I recall FEMA notified Louisiana of how bad it would be. The Governor of La. ignored them. The Governor of La. refused FEMA assistance. It is the red tape and political ignorance tha will get millions killed.

FEMA did call them and they were put on stand-by further out of the perimeter.
by the govs. But, even FEMA did not predict how bad it was going to be, just that it would be bad.
Everyone who did evac thought it would be just another big storm, and that they'd just have to go home to "clean up the mess". Those people didn't know their towns had been leveled. FEMA did not predict that either.
If another Katrina happened today, I doubt it would be handled any better if not worse. We can't even secure our own borders, let alone protect our citizens. The Feds are not good "first responders" on U.S. soil

I think a good way to look at it is by reviewing how the governments around the world had re-acted to other virus and infections: Ebola (read The Hot Zone, great book), Hanta virus, flesh eating bacteria, mad cow disease, even leprosy. A zombie outbreak would probably be more like the ones mentioned above, you could probably contain them, but due to the fact that governments can't get their acts together and work together you will never be able to eradicated them completely. Isolated cases will pop-up once in awhile.

If we're talking strictly United States, then the federal government would quickly and effectively respond to the threat. I don't know if any of you realize this, but the Center for Disease Control does not mess around, and have detailed plans on what to do in the event of an epidemic or pandemic, and the necessary stages to prevent it.
We saw tons of hysteria and measures taken place just on the silly old Influenza A virus ("Swine flu"). Not to mention SARS not long earlier. Do people really think they'd be slow in reacting to an infection that renders people zombies?
With the technology of the military as well as the ability of the federal government (in particular the president of the United States) to assume new powers in the event of an emergency, I highly doubt a zombie outbreak would survive a whole lot.
Some people forget that zombie movies are only movies, in many cases meant to criticize an aspect of the government or society but not necessarily accurate in doing so.

The Federal Government does not have the power to use the "Federal Military" with in the United States.
I assume you've heard of Posse Commitatus?
The Posse Comitatus Act is a United States federal law (18 U.S.C. § 1385) passed on June 18, 1878, after the end of Reconstruction, with the intention (in concert with the Insurrection Act of 1807) of substantially limiting the powers of the federal government to use the military for law enforcement. The Act prohibits most members of the federal uniformed services (today the Army, Navy, Air Force, and State National Guard forces when such are called into federal service) from exercising nominally state law enforcement, police, or peace officer powers that maintain "law and order" on non-federal property (states and their counties and municipal divisions) within the United States.
The statute generally prohibits federal military personnel and units of the National Guard under federal authority from acting in a law enforcement capacity within the United States, except where expressly authorized by the Constitution or Congress. The Coast Guard is exempt from the Act.
Amendment 3 - Quartering of Soldiers. Ratified 12/15/1791.
No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

Some people forget Katrina and the purposeful affront that the then Governor of Louisiana and the Mayor of New orleans showed toward the Federal Government. A Z-poc is the perfect storm of pandemic, mass hysteria, probable terrorism and who knows what else will crop up. Politicians can't agree on right and wrong or left and right.

Terminals, runways and such are Federal domain. Federal assistance can be requested by the Governor. Depending on the size of the outbreak, the military would likely take too long to get boots on the ground. I was in the RA and the NG. I'm not oblivious to how things are handled.

Didn't say own. The local airport here is an International airport. The Fed controls air security. Doesn't surprise me that military was at airports. CDC doesn't have a Zed Vaccine. I believe the spread of infection would be out of control before even first responders have a grasp of the situation. Think about all the people who get the flu. Now, make them zeds. Military, cops and EMS are not immune either. You could be in a transport with a squad and the next thing you know two or three are turned.

Well thanks for all the answers guys. But I think the US goverment will spend mounths debating what to do , and during this the zombies will keep rising until its too late.
