The Aus government would first call for an inquiry into the issue, possibly run some media polls to get the "thoughts of the people" on board, then some activist group would protest that the zombies were being discriminated against. The zombies would be invited to put their case forward to yet another inquiry at which point the country would already be over run as most of the military is off overseas on various "peace keeping" missions, police forces are already drastically understaffed and few citizens are armed.
The country has a hard time dealing with annual floods and fires ( which we KNOW are going to happen) I doubt the system could cope with something unexpected.

There would be endless debates in Parliament, the NDP would want to talk to the zombies to see if we can reach an agreement with them and the Liberals would just throw money at them while complaining that the Conservatives aren't doing enough to solve the problem and the Bloc would just vote against everything because it wouldn't benefit Quebec. By the time anybody tried to do anything it would be far too late.
So taking into the account that our government would waffle and not really do anything until it was too late and the fact that we would be over run with American refugees I'd give the Canadian Government a month, two at the most before complete collapse.
I think the government would make up some bullshit media on how they are trying there hardest to help people and when it comes down to it they will all bail out and only help the high ups
The US government? Not long at all. Too many block heads running the system. But the people? That is a different story. There is an estimated 47.3 million hunters throughout the United states. Any idea how many guns a hunter owns, and the ammunition that people stock up on? And that's just hunters alone. Not everyone who owns guns goes hunting.
The Military would last a long time too. Navy has their nuclear powered subs and air craft carriers. Basically floating cities.
Without revealing too much, the mention of the government and National guard are in the introduction as a back story to set up the book for the main plot that happens four years after the out break and the result there in. I would definately take in consideration your suggestions about the military bases had they been relevant to the story. But unfortunately the SHTF and there is no Government run military in the plot. Only basic security(militia form) for a compound holding around three hundred people. I do appreciate the suggestions though. If you want I put a little teaser in my blog for those that are interested and am open for any and all feed back that isn't merely for your own gratification.
I remember hearing about that representative.I thought it was F*****G stupid.
