Regarding number 2: bitten and about to turn. We assume that everyone will commit suicide if they are bitten. This is not necessarily true. I am catholic, and I would not kill myself if I were bitten. I would certainly segregate myself from the rest, and tie myself to something to limit my mobility after I turn. I may also find a large crowd of zacks and go down in a blaze of glory. That would be suicidal, but not literally suicide. Other catholics will understand the importance of semantics as it relates to mortal sins.
I am lapsed but I totally agree with you and understand. Some people's religious values and tenets will not allow them to kill themselves. If bitten and still able I suppose I'd take out as many zeds as I could before I turned or was finished off.
There really is no way to judge someone accurately when you first meet them, I mean, you can't just look at them and go "HE'S A KILLER!" and expect to be immediately right. I reccomend avoiding others at all costs, unless there is no other option.
Hopefully you know a couple other survivors you can trust.
Oh, family of course, and a few neighbors are ones to be trusted.

As for # 2.... I wouldn't off myself, I'd just continue fighting, I'm against suicide. If it were a family member, I'd atleast wait 'til they turned. Sure, it's risky, but I couldn't just shoot a relative until I knew they were gone.
Lets not forget physcological stability. Even if they were your best friend before the outbreak, such things would do terrible things to a persons mind. Might even drive them insane. As for criminal population counts. Well it wouldn't really matter, considering in a situation like that the best and worst of humanity comes out. One person might be a saint, whilst the other shoots a fellow survivor in the kneecap just so he can escape the zombies whilst they're attacking him.
This is why it's important to retain some form of law within a group that everyone can agree on. When a group is formed, you formulate a set of rules that everyone has to follow. For example: "If you steal from another survivor, you will recieve half-rations for a week." "Murderers will be executed by beheading." "Rapists will be exiled, without weaponry or food, from the group, and cannot come near the group again on pain of death."

Be as brutal or lenient as you want, but above all, mak sure everyone gets fair treatment. It doesn't matter who it is, or even if they made UP the laws, they get punished by them too.

There are no "Special Favors" in a zombified world.
