Suppose a person turns into a Runner ...
How long would It take for their body to begin decaying
(or rigor mortis?), and turn into a regular zombie?

Such studies were being done at Camp St. Theresa. Last I heard, It had alot to do with the age of the runner. Older folks, like myself have thinner skin and decays faster while younger skin is tougher.

Now that is just the skin and visuals.

Zombification happens in the Brain because of the Virus. I have heard it takes one to three days depending on the persons immune system. A strong immune system, even though it will lose,can fight off the Virus longer.

They are still carriers of the virus before the complete transfer.

Ideally, no one really can answer this question. Rigor only occurs for a certain amount of time, after a certain amount of time, the body becomes lucid again. My question would be what kind of brain function would the zombie have to allow it to run?

As far as this whole "Runner" nonsense, I believe it is merely Hollywoods attempt at 'scaring' the populace into being more aware of the potential threat of Zombies. Although, it seems that their efforts are misguided since if fills peoples heads with foolish ideas of Zombies running, or climbing, or even driving cars...

I suspect that this question was asked in relation to the LZ backstory which includes "Runners". Runners, as described, do not necessarily "Run" but they have a greater range of motion and move more quickly than the dead version...
I think that you are all mistaken. Runners are not dead, they are living people infected with the virus that act in a manner that is congruent with zombie behavior. The virus has taken over their brain but the body continues to act in the same manner as it always has. Runners, once dead, will reanimate as they are already infected, but until that time they are not going to decay.

The answer is "X" since it will depend on a variety of environmental factors that can not be realistically accounted for including weather, physical conditions, malnourishment, viral infections (non Z-related), etc.
