They will be too busy saving their own asses to be bothered with international issues. After the infection hits borders and countries will be a thing of the past.

I think within a few days, if not sooner, the whole Middle East will be one big sheet of glass. India and Pakistan will be one big glowing imitation of Stalingrad. Russia will have its rifle divisions back at the old iron curtain borders for 'security reasons' etc...
As soon as the big dogs (nuclear powers) loose interest with keeping world peace then the old tensions, stalemates etc which have been kept under control by diplomatic/military threats will explode in a fun-sized bucket of strategic nuclear strikes, poison gas attacks etc...
