There really should be no more than 5 people, because you don't won't 15 or 20 people tagging along. You will get slowed down and might cause too much noise and attract zombies. You're also never going to know how many people have been bit. And chances are everyone is not going to have a weapon so those people are just going to be supper for the zombies most likely.

In my opinion you shouldn't travel alone because you never know what's going to pop out from behind you. You should always have someone watching your back. It's way more efficient on food, ammo, and supplies if you have less people.

If you must have lots of people following, split up into smaller groups of 5 or 6 and have a route set for each group to your destination. Use walkie talkies or some sort of 2 way radio so you know what’s happening all of the time.

Split into smaller groups is the way to go. Safest and quickest way to move through infected land.
it all depends on what your doing. if your talking about the total number of people you have at your fortress, assuming you ahve one, then there isnt a reason to have a cap on how many to have with you as long as the food and supplies are there. almost everyone will have something to offer to the group and i doubt anyone is gonna be willing to leave on their own so the group can adhere to this rule your trying to set up. as for the time prior to finding a suitable fortress, its true that you should not travel alone, and that small groups are much easier on supplies while on the move. however i would have no problem with haveing a group of 10 12 or even 15 people as long as we can arm them all and they are willing to help the group as a whole. i do agree witht he number of 5 or less for a group that is operating outside the fortess though. when on supply runs for instance, it is a good idea to have a small group(s) of 3-5 to do a specific job, i.e. clear out the super market and bring back as many non parishables as possible.to some up i find no reason to restrict the overall size of ones group, if the supplies are running out then its time to move on to another area not to split up or throw people out.
becareful of walkie talkies zombies can hear them and that will attract unwanted attention
i would branch my forces into military size groups, fireteams-squad-platton-company-battalion-regimant-division-corp. it all depends on what you're doing
well,i personally beileve if your going outside of your fort for a short radius, 2-3 people is good.at night though, 3-4 people.
what about the number of zeds? like i said it all depends on what is going on.
take into account:
number of zeds
number of able bodies
land
weather
weapons and ammo
distance
time spent in area
mission objectives
i personally would not be able to turn people down but i would warn them of the danger but i would rather have a large groupe then being isolated
I agree on bigger more homely groups for survivors. Hunting and on the move it is the opposite.
having a larger group of people with you is gonna bring about problems though too. keeping em quiet and not to mention,some of the kind of people you may have with you may not be the types you necessarily would want. you never know. and the more you have, the larger the risk you run having someone who is unstable or worse. for me, it will be a small group. i will be taking in absolutely no survivors. i have kids to worry about. dont need to be worrying about a quiet murderer or child molester in my midst. i will save my ammo for the zombies. besides i dont plan on taking on hordes. i plan on running, hiding, and eventually finding somewhere safe for my family.
If said zombies exist, then.... an advantage to a large group - I amended below.

Larger group:

Advantages:
-Easier to fight off undead
-Easier to fight off hostile survivors.
-Access to people who may have different skills to contribute to the team.
-Team can split up to make searching or scouting easier and quicker.
-More members that can be used as bait/food for zombies, allowing you to get away!
If you have a big group as stated you run the risk of bringing the infection in, also if your group is to small you are limited on the things you can do and place you can go, I think if your planing in have a large group set ground rules, this is how it is you follow or your out, have a process for admitting new members, checking for injuries, bites, wether they should have a gun at first.
People tend to want to give orders but never take them, figure out who is the best candidate or candidates to lead, first in comand, second, team leads, how many to team when goin out to search.

If you have a small part of 5 or 6, set task, who is the rear gaurd front gaurd, rotation, who will keep first watch second watch, again ground rules that must be followed.

And most importantly, if some one is bit, what will happen? lay it all out flat so there is no argument later.
