Really it all depnds on the size of the city and whats aviable to you if you are in a large city (Chicago,New york, ect.) you may wanna leave safer in the country sure theres a plus in supplies and such but the risk is to great citys can be easily infected when everything is so close. So its best to get the hell outa dodge and go to the country.
huge cities are stupid to stay in, unless you have a great hold.
After the die-off, you can go back in, but being there during the die-off is a risk you don't want to take.

I'd head to the mountains, no doubt. Less people, means less graves and less potential people to get infected. Then again, what if a bear becomes infected? Zombie bears? Damn..
I would have to say stay away from any major city... You have to keep in mind that the government may step in and decide to nuke the whole area if it is that far out of control...
As far as a country setting, this may not be the best option for most "City Dwellers"... Most have NO idea how to live off the land, and couldn't live without running city water for more than a day or two at best...
If you're finding yourself a little frustrated after reading that, you may as well shoot yourself at the sight of a zombie, because you're never going to make it...
For the people who intend on being here for a while, the only realistic option I can think of would have to be Keep Traveling... Form a small group (when I say small, I mean small... More than six people is too many) of level headed people you KNOW are going to survive... Also try to avoid including any religious nuts in your group, becuase they are typically the first ones to freak out (Why would god allow this, god's punishing the wicked ect.)... Kill that fuck before he gets you killed...
For those of you thinking "Well eventually you're going to run out of fuel, and have to stop traveling." I say you're wrong... If this outbreak is only limited to humans, get horses to pull your car/van/tank whatever... If it is also affecting animals, find a way to restrain a couple of infected horses, and do the same as you would a couple of healthy ones...
That's all the ideas I'm "sharing" for today... If you still think there is a flaw in this plan, send me a message, I would love to trouble shoot with you...
If you know what you're doing, you can stay in a city. Eventually you wil fuck up and die, but that never happens to you until it's too late for you to leave anyway.
With just a little maintenance you can keep an oil refinery running indefinitely...until you run out of crude. For just a few vehicles that means until after you die of old age.
And if you're farming, you can stay in one place indefinitely. Walls and watchtowers.
There are no flaws, but it still seems somewhat risky to me.
that is actually a really good question i myself would travel pick out a section were we travel to such as each town we go to pick a great place we think would be good enough and save enough to camp out in for the night run a sweep of the building camp out and be ready on the move at 7:00am every morning
the thing is the recourses are in the city... but so are the zombies...
but its the reveres effect in the country area. So if i were you, i would be on the outskirts of the town so the effects have little or no effect on you or you group
