Anyone know of a good mapping program?

I'm looking for something that allows you to submit whatever map or maps you want, and make markers on that map wherever there is something that you can click on, which would enlarge it, and give you access to a map of a smaller area.

Like we could have a full view of the world, and there would be a marker for each country. Click on the country you want. Jumps you to a map of that country. Click on the state you want. Jumps you to a map of that state. Then individual maps would be added by people as time went on...maybe even going so small as to having maps of individual's fortifications. It would also be cool if you could click on something that shows the zombies reported in red or something...but that may just be wishful thinking...

If there is any program downloadable or just available online that is at least similar to this that anyone knows about, please let me know.
