This is next to a rail yard. I really have no idea wtf it is for. Perhaps flagging or sighting down a train ahead of time. They do take a while to slow down. Or perhaps the Soviet's were expecting a zombie attack?

hahahha thats awesome lol...  you're fooked if they get in the stairwell but still it looks fantastic!
