Since it is a virus it need a host in which to incubate and an active blood supply to replicate and take over the brain. I think that when it mutates the brain it imprints an instinct to attack only those that aren't already infected.

Why does the infection produce cannibalistic tendencies only after re-animation? That's the key, wont spoil the prize. But what if, those tendencies started long before death, while they were alive? Or in some hosts the virus didn't actually kill them, just made them act like zombies, something like the rage virus. But I suspect the virus will have many different reactions in many different people.
