Depends on the resorces in both, like: which has a better water supply if the tub is upstairs, fill it up for drinking, bring up some non-perishables and some wepons and your good for a short span. And destroying the stairs is a better means of protection because, well, zombies are exactally good at climbing, and the panic door can break over time, so because im starting to ramble, i'll just say to go with the stair-less second story.
